Dugan Petty – Is a NASPO ValuePoint part-time Cooperative Contract Coordinator for Information and Communication Technology. He is also a Senior Fellow with the Governing Institute and the Center for Digital Government.

During his time ValuePoint, he has been instrumental in the ground breaking 35 State NASPO ValuePoint Cloud Solutions procurement. His primary goals are to build a strong relationship between public CIOs, their state procurement offices, and NASPO ValuePoint and develop best in class multi-state contracts for government technology solutions.

Before retiring from state service in 2012, he served the State of Oregon as their CIO from 2006 to 2012. His collaborative leadership led to a new e-government delivery system, greater open government applications, and strengthening security.

He also served as Oregon’s chief procurement official leading a cross jurisdictional public/private taskforce in the modernization of Oregon’s procurement statutes and a strategic sourcing initiative called Smart Buy that improved contract outcomes and reduced costs.

Before coming to Oregon, he supported Alaska State Government as Director of General Services, State Chief Procurement Officer. Dugan is a past president of both NASCIO and NASPO and a founding member and past Chair of the Western States Contracting Alliance (now NASPO ValuePoint). NASCIO recognized Dugan with its 2013 Outstanding Achievement Award. Government Technology named him one of its Top 25 Doers, Dreamers and Drivers for 2011. He received the Julio Mazzone Distinguished Service Award in public purchasing in 2004.
