Kathryn Miller

Director Population Health
Kathryn Miller is Director of Population Health for the Bronx Regional Health Information Organization (RHIO). She joined the RHIO in 2012 to lead the creation of the Bronx RHIO Informatics Center (BRIC), funded by a CMS Innovation Award contract, which piloted the use of proactively driving clinical HIE data to providers to support quality improvement and cost containment efforts. These pilots demonstrated that providers who received this targeted information were successful at reducing unplanned admissions and ED visits, and related costs. BRIC provides analytic and population health management support to two hospital-led provider networks focused on data-driven NY State Medicaid payment reform projects, Montefiore Health System’s ACO and a variety of other RHIO member organizations. She has led the development of innovative tools to support value-based payment initiatives using integrated clinical and claims data to identify care gaps and track outcomes trends.
Ms. Miller has over thirty years of experience in health care service delivery planning and management, consulting, system implementation, and quality improvement. Ms. Miller worked for the NYC Health and Hospitals Corporation, St. Luke’s-Roosevelt Hospital Center, Mount Sinai Medical Center and Public Health Solutions in a variety of leadership roles before joining the RHIO. She has consulted on preparing for health care reform-related changes and on a variety of operations and planning subjects to a variety of health care organizations. Ms. Miller is a graduate of Princeton University and holds a Master’s Degree in Urban Affairs and Policy Analysis from the New School University.
