Kelly Guthner is a seasoned IT executive with 35 years of experience and has served as Chief Innovation Officer for Connect for Health Colorado since early 2018. During his tenure with Connect of Health Colorado, he has overseen implementation of an entirely new application system for the health insurance marketplace. He is strategically making technology advances for Connect for Health Colorado that will ensure the marketplace is successful for years to come.
Guthner has deep technical experience with cloud network designs, server systems, enterprise IT systems, modernization of existing legacy systems, integration and implementation for central, decentralized and cloud computing facilities, cybersecurity with implementation and migration of private and public XaaS solutions. He has designed, implemented and supported architecture, infrastructure, software design and systems that support secured multi-tenant private and public cloud-based infrastructure and solutions. Guthner’s cybersecurity experience also includes protecting systems responsible for safely handling data such as Personally Identifiable Information (PII) and Protected Health Information (PHI) through to Classified systems and data. He has expert knowledge dealing with the security controls for federal

Information systems and organizations including NIST 800-53 rev 3 & 4, FISMA, HIPAA, IRS-
1075, CMS Safeguards for the CMS ACA Network and HITECH.

Previously, Guthner served as the Chief Technology Officer, Chief Information Officer, Chief Information security Officer for Social Interest Solutions, Inc and for the state of Arizona eligibility systems. Before that, he was the Chief Technology Officer and Director of Technology and communications for CSC eMedNY, New York’s Medicaid and Health Insurance Exchange. He also served as the Information Technology Director for the 2012 London Olympics. He has worked for other industry-leading companies such as CH2MHILL, Children’s Hospital Los Angeles and Meraas Development.
